In a move to deepen cooperation in the film sector between the Chinese mainland and Hong Kong and Macao, the China Film Administration has recently issued a new policy to encourage service providers from Hong Kong and Macao to invest in and establish film production companies in the Chinese mainland.

Under the policy, investors from Hong Kong and Macao are encouraged to set up film companies to work on a range of different productions, including feature films, animated films, scientific and educational films, documentaries, and virtual reality films.

The policy also specifies that film production companies funded by Hong Kong or Macao investors may be designated as the primary production entity of a film. Moreover, existing investment enterprises from Hong Kong or Macao may apply to amend their business scope – subject to approval by the relevant market regulation authorities – to include film production activities.

The main aim of the policy is to promote cross-regional collaboration, stimulate innovation in film production, and contribute to the flourishing of the broader Chinese-language film industry.
